(1) A travel permit may be issued in the following cases:-
(a) Due to the loss or destruction of the passport of a Nepali passport holder abroad. If he completes the necessary procedures to obtain a passport along with the reason and proof of his inability to return to Nepal, and submits an application to the relevant country or the nearest embassy, (b) as per clause (a) If in a country where there is no delegation, if his family member submits an application to the office after completing all procedures to obtain a passport along with a letter from the relevant district administration office based on the recommendation of the concerned village development committee or municipality,
(c) The recommendation of the Ministry of Home Affairs for refugees in Nepal to travel abroad after receiving approval from the Government of Nepal or the police report of the lost or destroyed passport showing the reason why the foreign nationals of countries without foreign mission in Nepal cannot return to their country due to lost or destroyed passports and other necessary evidence. (d) In the case of Nepalese children who are adopted or adopted by foreign citizens, if such citizen's country does not have a mission in Nepal or if such mission does not issue a passport or travel permit. If such a foreign citizen submits an application to the department along with the recommendation of the Ministry of Women, Children and Social Welfare.
(2) The color of the outer page of the travel permit shall be black.
(3) According to sub-rule (1). After examining the received application, if the office deems it appropriate to issue a travel permit to the applicant, the office may issue a travel permit.
(4) The period of validity of the travel permit to be issued in accordance with sub-rule (1) shall be as specified by the issuing authority.
(5) Regardless of what is written elsewhere in this rule, if any Nepali citizen loses his passport or is stranded abroad, he will be rescued immediately and sent free of charge.A one-way travel permit can be issued.
(6) The Commission may issue a single one-way travel permit to minor children of Nepali parents born abroad for the purpose of returning to Nepal with them.
(7) Sub-rule ( 6) When applying for a travel permit, a copy of the Nepali citizenship certificate of the Nepali parents, a copy of the Nepali passport and the birth certificate of the minor issued by the relevant body of the respective country must be attached. The duration of the issued travel permit shall be three months at most.
(9) The format of the travel permit to be issued as per sub-rules (5) and (6) shall be as per Schedule-6.
